The FCC will vote at its Sept. 30 open meeting on an NPRM that would kick off its 2022 quadrennial review of broadcast ownership rules, Chairman Brendan Carr said Monday in a blog post. Commissioners will also consider the NPRM looking at allowing correctional facilities to jam cellphone signals, which Carr unveiled Friday at a news conference in Arkansas (see 2509050055).

In a move that could shape the non-terrestrial network (NTN) market, EchoStar announced an agreement Monday to sell SpaceX its AWS-4 and H-block spectrum for about $17 billion, equally divided between cash and stock. The companies also agreed to enable EchoStar's Boost Mobile subscribers to access Starlink’s direct-to-cell service, and SpaceX will underwrite $2 billion in interest payments payable on EchoStar debt through November 2027. Industry officials acknowledged there are numerous unanswered questions about the deal and how it will be viewed by the FCC.

NTIA faces a pressing deadline to review BEAD final proposals and start distributing money to states and territories, broadband policy experts told us. The agency committed Friday to approving at least some final proposals by year-end.

AT&T will be able to deploy the 3.45 GHz spectrum that it plans to buy from EchoStar almost immediately after regulators clear the purchase, said Jenifer Robertson, AT&T's general manager of mass markets, at a Citi financial conference Thursday. AT&T CFO Pascal Desroches said at a Bank of America conference that the company was immediately interested in the spectrum when it became clear that EchoStar might sell some of its large portfolio.

Verizon, Frontier and the Communications Workers of America (CWA) reached a settlement that they said protects workers and customers as Verizon seeks approval to acquire Frontier in a $20 billion all-cash deal. They asked the California Public Utilities Commission (CPUC) to adopt the agreement in a joint motion posted Thursday (docket A-24-10-006).

Carr announced during a press conference streamed from Arkansas that commissioners would be asked to vote on an NPRM. He said he hopes new rules will be in place next year or “as early as possible.”

Broadband interests are warning the U.S. Supreme Court of "dire consequences for internet access" if the 4th U.S. Circuit Court of Appeals' ruling in online piracy litigation against Cox Communications stands. Cox also saw support from the U.S. Solicitor General, tech giants, law professors and library groups in docket 24-171 amicus briefs posted Friday. The durability of fixed wireless access (FWA) competition has been somewhat surprising, Comcast CFO Jason Armstrong said Thursday. Speaking at Citi's Global TMT Conference, Armstrong said FWA will be a permanent competitor. Separately, at the Bank of America Securities Media, Communications & Entertainment Conference, Charter Communications CFO Jessica Fischer said FWA has been an effective competitor, but its growth will slow since wireless carriers need that capacity for their mobile businesses.

The FCC should investigate ABC over late-night host Jimmy Kimmel’s donations to and fundraising for politicians who have appeared on his show, said the Center for American Rights in a complaint filed Thursday.
