No forfeiture was imposed in light of the licensee’s “poor financial condition and the other factual circumstances of this case,” it said. Vision Latina received incorrect advice from an outside consultant and paid in full its prior forfeiture, the bureau said. The bureau concluded that “it acted in good faith and should be afforded mitigation of the forfeiture,” it said.
