The letter cited advances made by the ITG, including working with mobile carriers “to identify and disrupt fraud campaigns involving SIM boxes,” expanded use of Stir/Shaken call authentication data, and “increased tracebacks of targeted live scam calls.” SIM box fraud routes international calls back into the network as local calls, using low-cost or unpaid SIM cards, which are often obtained with forged identities. The group also launched a pilot targeting spoofed bank impersonation calls.

“The ITG continues to adapt to the evolving landscape of illegal robocalls and other malicious calling activity,” said USTelecom's filing, posted Friday in docket 20-22. “While illegal robocalls remain a significant challenge, consumers increasingly face more sophisticated call-based scams. The ITG has consistently responded to such shifts by refining its approach and broadening the scope of its efforts.”
