Chinese Agency Slams Proposals in FCC's 'Bad Labs' FNPRM

The FNPRM proposes excluding from the equipment authorization program any entities from the National Defense Authorization Act for FY 2024 and the Office of Foreign Assets Control’s specially designated nationals list, SAMR noted. “However, there is no evidence demonstrating that these entities have any impact on U.S. national security in the field of equipment authorization,” and the FCC “already maintains the ‘Covered List’ that is closely related to equipment authorization.”
SAMR said the FCC’s proposal to revoke the authorizations of labs located in “foreign adversary” countries would violate the World Trade Organization’s agreement on technical barriers to trade. “There is no scientific evidence showing that certification testing by these laboratories affects U.S. national security.”
