House Funding Bill Backs Big Budget Boost for BIS

The House Appropriations Committee released an FY 2026 Commerce-Justice-Science appropriations bill July 14 that would provide $303 million for the Bureau of Industry and Security, up $112 million or 59% from the FY 2025 enacted level.

The increase, which the Trump administration requested in May (see 2505020030), is even larger -- $132 million or 77% more -- when factoring in the $20 million cut the administration made to BIS's FY 2025 funding in March as part of a broader reduction to national security programs (see 2503260050).

A House Appropriations subcommittee plans to mark up the bill July 15. The Senate Appropriations Committee version of the legislation also contains a budget increase for BIS, though the exact amount has not yet been publicly disclosed (see 2507100053).

BIS head Jeffrey Kessler told a House Foreign Affairs subcommittee in June that his agency would use most of the requested increase to add hundreds of employees to enhance its compliance and enforcement capabilities (see 2506120073). His testimony came about two months after the House Select Committee on China said BIS should receive additional funding to improve its export control capabilities amid a growing workload (see 2504170040).
