House Bill Seeks Review of Defense Exports on FMS-Only List

Rep. Sheri Biggs, R-S.C., introduced a bill June 27 that would direct the State Department to review annually whether any defense exports available through the Foreign Military Sales (FMS) program but not the Direct Commercial Sales (DCS) licensing process should become eligible for the more flexible DCS process.

The FMS-Only List Review Act would require the State Department to conduct its review in coordination with the Defense Department.

The bill has five Republican co-sponsors, including Rep. Ryan Zinke, R-Mont., who chairs the House Foreign Affairs Committee's task force on foreign arms sales (see 2501220086). The legislation was referred to the Foreign Affairs Committee.
