Commenters Agree on Cautious Approach to Wireless Alerts: CTIA

CTIA told the FCC there appears to be broad agreement (see 2504210013) that the commission should move carefully as it considers changes to wireless emergency alerts, which were proposed in a February Further NPRM. Replies were due Monday in dockets 15-94 and 15-91. The FNPRM proposed allowing more flexibility in issuing alerts using a “Public Safety Message” classification (see 2502270042).

“While commenters agree the Commission’s rules should permit Public Safety Messages to be issued independent of a National Alert, Imminent Threat Alert, or AMBER Alert, they caution that stakeholders need time to evaluate whether further customization of the Attention Signal is feasible, effective, and meets the Commission’s goal of reducing opt-outs,” CTIA said in a filing posted Tuesday. Commenters “suggest that the Commission undertake further study to determine the causes of, and develop solutions that effectively address, consumer opt-outs,” the group said.

Commenters also agree that the commission “can and should prioritize education for Alert Originators and the public, which will enhance consistency in the delivery and presentation of alerts, build Alert Originator confidence in the WEA system, and provide clarity for consumers,” CTIA added.
