Section 301 Port Docking Fees to Take Effect in October
The Office of the U.S. Trade Representative has released in the Federal Register its Section 301 determination on U.S. shipbuilding (see 2504180018), meaning that it has confirmed the timelines for when the U.S. government will collect fees on foreign-built vessels docking at U.S. ports. Fee collection will begin Oct. 14.

Fees will be implemented using a phased-in approach, and will escalate every year for three years starting on April 17, 2026.
The notice also reiterated which dates will serve as the comment period on proposed tariffs on cargo handling equipment.
Comments are due May 19. Requests to testify at a hearing, also on May 19, will be accepted through May 8. Rebuttals will be accepted for seven calendar days after the last day of the public hearing.
