Talkie accused the Delaware Department of Technology and Information of "favor[ing] and cater[ing] to large businesses," saying the draft "effectively created insurmountable barriers for small businesses." DTI inappropriately proposes spending an "excessive" amount of its BEAD funding on non-deployment initiatives, Talkie added.
