OFAC Issues New Russia Designations, General License

The Office of Foreign Assets Control last week added two Russian nationals and three Russian entities to its Specially Designated Nationals List and issued a new general license.

The designations target Dmitry Konstantinovich Kiselev, Nelli Alekseyevna Parutenko and the entities: Autonomous Non Profit Organization TV Novosti, Avtonomnaya Nekommercheskaya Organizatsiya Sodeystviya Razvitiyu Mezhdunarodnovo Sotrudnichestva Evraziya, and Federal State Unitary Enterprise International Information Agency Rossiya Segodnya.

New General License No. 109 authorizes certain wind-down transactions with Federal State Unitary Enterprise International Information Agency Rossiya Segodnya and Autonomous Non Profit Organization TV Novosti. Those transactions are authorized through 12:01 a.m. EST, Nov. 13.

The agency also issued updated General License 25F, which replaces 25E (see 2409040038), to include references to Federal State Unitary Enterprise International Information Agency Rossiya Segodnya and Autonomous Non Profit Organization TV Novosti. That license authorizes certain communications-related transactions, except certain transactions with the license's listed companies.
