New Senate Bills Eye Human Rights Sanctions, Investment Restrictions on China
Sen. Marco Rubio, R-Fla., introduced several bills this week targeting human rights violations and foreign investment by China.

The Falun Gong Protection Act would sanction foreign persons who engage in or facilitate forced organ harvesting in China. The House passed the same bill in June (see 2406260044).
The Stop CCP Act would impose property-blocking sanctions on Chinese Communist Party leaders for committing human rights violations. The House Foreign Affairs Committee approved the same bill in March (see 2403210076).
A third bill would require the State Department to negotiate with Ukraine's government to set up a mechanism to screen foreign investment in the country, particularly investment from China. Rubio previously offered the proposal as a potential amendment to the FY 2025 National Defense Authorization Act (see 2407180045).
A fourth bill, the Strategic Ports Reporting Act, would require the Defense Department to write an interagency report to counter the economic and national security threats posed by China’s investment in ports in the U.S. and globally. Companion legislation has been introduced in the House.
