CBP Planning Truck Export Manifest Portal This Fall
CBP is hoping to launch a truck electronic export manifest (EEM) portal later this year, the agency said ahead of the Commercial Customs Operations Advisory Committee’s March 6 meeting (see 2402150016 and 2402260034). CBP listed the effort as “currently under development” in a government issue paper for COAC’s Export Modernization Working Group released this week, which said a truck portal in the Automated Commercial Environment has a “tentative scheduled deployment of Fall 2024.”

EEM for truck continues to lag behind the other transportation modes, partly because the U.S. is trying to align its manifest with Mexico and Canada, an effort that's taking more time (see 2207290035 and 2312050026). The group’s truck subgroup “continues discussions to build requirements for Truck EEM and meet with Partner Government Agencies to document equities and data elements,” CBP said. It said next steps are to “draft and publish” a Truck EEM pilot in the Federal Register.
The agency also said it needs to “update existing outbound regulatory requirements” for filing outbound manifest for the ocean, rail, air and truck. It also said it’s working “through a variety of recommendations” provided by industry, including one to introduce progressive export filing.
CBP’s Office of Field Operations is continuing to work with the Office of Rules and Regulations on proposed EEM rulemakings and various EEM pilot extensions for FY 2024, the agency said. It also said a “preliminary” analysis of rail and vessel EEM data by Census “has shown positive impacts.”
