But the CPUC draft said “the application process provides more transparency, allows for evidentiary hearings as needed, and establishes a process for considering controversial issues and updates to existing policy.” By contrast, the advice letter method “is an informal process that leaves the resolution of potentially controversial GRC issues up to Commission staff and utility staff with no explicit transparent process for hearings and other public meetings.”
