Oct. 12 CBP Bulletin Proposes to Revoke Rulings on Synthetic Ice Panels

In the Oct. 12 Customs Bulletin (Vol. 56, No. 40), CBP published a proposal to revoke one ruling on synthetic ice panels and modify one ruling on wood slats and bottom rails.

Comments on Proposals Due Nov. 11

CBP said consideration will be given to any written comments received by Nov. 11 before taking these actions. In addition, any party that has received a ruling or decision on the merchandise that is subject to the proposed revocations or modifications, or any party involved with a substantially identical transaction, should advise CBP by the date that written comments on the proposed ruling are due. (An importer's failure to advise CBP of such rulings, decisions or substantially identical transactions may raise issues of reasonable care on the part of the importer or its agents for importations after the effective date of the final decision in this notice.)

Proposals

CBP is proposing to revoke or modify the rulings below, and any rulings on these products that may exist but have not been specifically identified. CBP is also proposing to revoke any treatment it has previously accorded to substantially identical transactions.

Synthetic Ice Panels

Items: quilted mattress covers of knitted or nonwoven polyester

Reason: The subject synthetic ice panels create a playing surface that is “necessary, useful, or appropriate” for practicing the sport of ice hockey in that the product has been specially formulated to mimic the friction coefficient and glide properties of ice as found in ice hockey rinks.

Finished Wood Slats and Wood Bottom Rails

Items: Wood slats and bottom rails made of solid basswood. After importation, the wood will be cut to custom lengths, punch channel holes, and assembled with cords and hardware.

Reason: The application of a UV coating to a wood slat or bottom rail constitutes wood that is surface worked beyond planing or sanding
