World Foundation said Wednesday. SWF also sought norms of behavior for military space activities and giving a federal agency civil space situational awareness and space traffic management authority. The administration should establish an international dialogue on regulating commercial space and ensure orbital debris mitigation requirements address mega constellations, it said. SWF said the U.S. needs contingency plans for the possibility of mega constellation operators going out of business with satellites in space.
