That's what Telecommunications for the Deaf and Hard of Hearing, Cerebral Palsy and Deaf Organization, and Gallaudet University Technology Access Program representatives told FCC Media Bureau Chief Michelle Carey, per a docket 11-154 posting Tuesday.
