with restrictions from “48 to 40 on a national basis and from 45 to 37 in the case of businesses operating within one of the mainland’s Pilot Free Trade Zones,” the report said. The changes were outlined in regulations issued by the National Development and Reform Commission and the Ministry of Commerce.
