CBP Considering Deregulatory Efforts on Bonded Warehouses, Liquidation Process, COAC Says
CBP is currently considering deregulatory efforts that include revenue modernization, updating the customs regulations to account for e-bond functionality in ACE, free-trade zone modernization and bonded warehouse modernization, it said in a document released ahead of the Commercial Customs Operations Advisory Committee meeting previously scheduled for Dec. 5. Other deregulatory efforts will focus on the liquidation process and updating regulations for ACE functionality, CBP said.

Those as-yet-unannounced priorities come on top of deregulatory efforts already listed in the Department of Homeland Security’s regulatory agenda, including modernization of the customs broker regulations (see 1810180011). The Dec. 5 COAC meeting was postponed indefinitely after Dec. 5 was declared a federal holiday to honor former President George H.W. Bush, who died Nov. 30 (see 1812030022)
The COAC Next Generation Facilitation Subcommittee is currently working on “strategic recommendations” for CBP to consider during its deregulatory effort, according to another document for the Dec. 5 meeting. Those “will focus on removing reference tables and lists that change (such as country lists) from the regulations in favor of publication via other means that are more readily updated such as on websites; removing references to outdated technology (such as sending telexes); updating processes where technology has changed them substantially (such as declarations made in person vs. via an electronic transmission); elimination of regulations that are no longer applicable or have been overcome by advancements,” the document said.
