CBP Posts ACE Deployment Schedule; 321 in ABI, Switch to National Permits Coming in August 2019

CBP recently posted its “estimated schedule” for upcoming deployments in ACE. Made possible by an additional $34 million in appropriations set aside for CBP ACE development this year (see 1805010035), agency development priorities include Section 321 filing capabilities in the Automated Broker Interface and automation of collection of CBP Form 5106 importer identity information (see 1805230061).

First up in December is an update to Generalized System of Preferences programming that CBP has said will result in quicker payment of retroactive refunds. Then, in February 2019, CBP plans to implement the ability to pay maritime processing fees online and receive electronic receipts, as well as create a unique identifier for Centers of Excellence and Expertise.

Also in February, CBP plans to automate CBP Form 5106 via electronic data interchange and the ACE Secure Data Portal. The automation will allow the collection of more detailed importer information, and provide for more streamlined processing by giving filers the ability to create, edit and update importer information via ACE, CBP has said. It will also allow CBP to support implementation of the importer of record database required by Section 114 of the Trade Facilitation and Trade Enforcement Act.

A big date for customs brokers will fall in August 2019, with the transition of all brokers to a single, national permit and the elimination of district permits and waivers. Also that month, CBP plans to go live with entry type 86 allowing filing of Section 321 entries in the ABI. CBP will continue to allow filing of Section 321 entries in the Automated Manifest System. By that time, CBP will already have added phone numbers and email addresses as optional data elements on the manifest for all modes, which it plans to do in July next year.

In October 2019, CBP plans to complete modernization of the entrance and clearance process in the truck environment using its Multi-Energy Portal imaging system. Finally, in June 2020, CBP plans to modernize the e214 Foreign-Trade Zones online admissions process. The initiative will streamline “processing for government and the foreign trade zone community by incorporating PGA requirements into” the e214, CBP said.
