The 8th U.S. Circuit Court of Appeals had affirmed a district court ruling siding with an Iowa Utilities Board decision requiring Sprint to pay intrastate access fees to Windstream for VoIP service. Sprint, Windstream and the Iowa Board didn’t comment.
