The commission on Aug. 4 converted the $10 million annual pilot program, also called "iCanConnect," to a permanent program. The Perkins School for the Blind submitted the most applications, covering 22 states and territories; the Helen Keller National Center for Deaf-Blind Youth and Adults was second with eight applications.
