Circuit already stayed, merely adding unenforceable lip service to correctional facility costs without resolving the core issue -- contract-based site commissions -- that ICS carriers consistently have raised in this proceeding," the ICS provider said in a petition Thursday in docket 12-375. Without a stay, the company said it would suffer "irreparable and immediate harm" if the rates take effect. The ICS provider asked for a commission decision by Sept. 20.
