Virginia, D.C., Massachusetts, Rhode Island, North Dakota, Utah, New York, New Jersey and Connecticut. Worldwide, Hong Kong and Singapore top the list with Delaware coming in at No. 3, followed by South Korea and Virginia. The U.S. has 4 percent of the world's population, 10 percent of its Internet users and 25 percent of its broadband investment, said Akamai.
