Without a further waiver, the cap’s revenue reductions “would irreparably harm Allband” by providing insufficient revenue to continue to providing voice service “to any of its customers,” pay the principal and interest on its Department of Agriculture Rural Utilities Service loan, and to “continue operations as a telecommunications carrier.” The loan will be repaid in 2026, the petition said.
