AD Suspension of Liquidation and Cash Deposit Requirements
Commerce will instruct CBP to suspend liquidation for all entries of subject merchandise from China that are entered, or withdrawn from warehouse, for consumption on or after May 3. Suspension of liquidation will not apply to merchandise produced and exported by Linyi San Fortune and the Jiangyang Group, because they received de minimis AD rates.
The preliminary AD cash deposit rates are as follows (unnamed exporter-producer combinations will enter at the China-wide rate):
Exporter | Prelim AD Rate |
Linyi San Fortune Wood Co., Ltd. | de minimis |
Jiangyang Group1 | de minimis |
Separate Rate Companies2 | 22.14% |
China-wide Entity | 63.96% |
1The Jiangyang Group includes Xuzhou Jiangyang Wood Industries Co., Ltd. and Xuzhou Jiangheng Wood Products Co., Ltd.
2101 companies proved their independence from state control, but were not individually reviewed. The 22.14 percent AD rate applies to over 350 exporter-producer combinations made up of these companies.)
(The period of investigation is 01/01/12-06/30/12. See Commerce's notice for more information, including the scope (which is unchanged from the initiation), suspension of liquidation, the full list of over 350 exporter-producer combinations that were assigned the 22.14% AD rate, etc.
See 13050117 for summary of a fact sheet on this preliminary determination, and 12102314 for summary of initiation of this investigation. See 13031312 for summary of Commerce's preliminary determination in the companion countervailing duty investigation of hardwood and decorative plywood from China.)
