As a result of this preliminary determination, the ITA will instruct U.S. Customs and Border Protection to collect a cash deposit or bond based on the preliminary AD margins below.

Preliminary AD Margins Range from Zero to 82.65%

The ITA preliminarily determined that Chinese producers/exporters have sold multilayered wood flooring at margins ranging from 0.00% to 82.65% ad valorem.

Mandatory respondents Zhejiang Yuhua Timber Co., Ltd. and Zhejiang Layo Wood Industry Co., Ltd. will receive a preliminary AD rate of zero1; and the Samling Group will receive a preliminary AD rate of 10.88%.

Seventy-three additional exporters qualified for a separate rate of 10.88%. All other Chinese producers/exporters will be subject to the China-wide preliminary AD rate of 82.65%.

Final AD Determination Scheduled for Aug 2011, ITC Final Injury in Sept

The ITA is currently scheduled to make its final AD duty determination in August 2011. If it makes an affirmative final determination, and the International Trade Commission makes an affirmative final determination that imports of multilayered wood flooring from China materially injure, or threaten material injury to, the domestic industry, the ITA will issue an AD order.

The ITC is scheduled to make its final injury determination on or about September 16, 2011.

1The ITA preliminarily found targeted dumping with respect to sales made by Layo and Samling; however, the margin for Layo remains de minimis even with a finding of targeted dumping.
