New ACE Post Summary Correction Capability Expected in Fall 2010

At the December 2009 Trade Symposium, U.S. Customs and Border Protection officials discussed CBP's post summary corrections process which will enable a filer to make corrections, prior to liquidation, on ACE entry summary data presented to and accepted by CBP.

PSC ACE Capability Currently Scheduled for Fall 2010

According to sources, the PSC capability is not expected to be available in ACE until fall 2010 as part of Entry Summary, Accounts, and Revenue (ESAR) A2.3.2.a.

PSCs to Replace PEAs, Available for ACE Entry Summaries Only

According to CBP, the PSC process will replace the paper-based post entry amendment (PEA) process for ACE entry summaries. PSC will allow the trade to submit corrections to ACE entry summaries via EDI.

According to CBP, a PSC can:

be submitted for Entry Types 01 and 03 for ACE entry summary only;

be processed through all existing validations including Census warnings

Unlimited Number of PSCs Up to 270 Days After Entry

CBP added that there will generally be no limit on the number of PSCs that can be filed within 270 days from date of entry.

Corrections Related to Admissibility Issues, Including OGA, Not Allowed

The criteria for PSCs are as follows:

Correctable fields of information allowed will be entry summary header information and entry summary line information;

Field related to admissibility issues, including other government agency requirements, will not be allowed to be corrected; and

Multiple changes will be allowed on each PSC.

Under CBP's policy for processing PSCs, CBP will process refunds or bill for changes in duties, taxes, or fees at the time of liquidation. In addition, existing de minimis rules apply to PSC; and the existing protest process is not impacted by PSC.

PSC Benefits Would Include Improved Tracking, Systematic Notification, Savings

According to CBP, the benefits of PSC will include:

Eliminates quarterly PEA requirement for ACE entry summaries - filer may submit changes as discovered

Resource savings - streamlined, paperless process

Systematic notification - filer receives ABI confirmation message upon PSC system acceptance

Improved tracking - filer may query entry summary for liquidation status via ABI

PSC data available - latest accepted version available through ACE Secure Data Portal entry summary reports
