CV: China Narrow Woven Ribbons with Woven Selvedge
The International Trade Administration has issued a preliminary affirmative countervailing duty determination that countervailable subsidies are being provided to producers and exporters of narrow woven ribbons with woven selvedge from China.

(A preliminary affirmative antidumping determination is also expected to be issued in December 2009; as a result, subject merchandise from China is expected to be subject to both preliminary AD and CV duties.)
CV Suspension of Liquidation
The ITA is directing U.S. Customs and Border Protection to suspend liquidation for CV purposes of all entries of narrow woven ribbons with woven selvedge from China (except entries by Yama, which has been assigned a de minimis CV duty rate) with a time of entry on or after December 14, 2009.
CV Duty Cash Deposit/Bond Instructions
The ITA is also directing CBP to require a cash deposit or bond for CV duty purposes for entries of subject merchandise from China (except entries by Yama) with a time of entry on or after December 14, 2009 at the following CV duty rates:

(a) The ITA has found a de minimis CV duty rate of 0.29% for Yama; therefore, no CV duty cash deposit or bond is required.
Final CV Duty Determination Aligned with Final AD Duty Determination
The ITA is also aligning the final CV duty determination with the final determination in the companion antidumping duty investigation of ribbons from China.
The final CV duty determination will be issued on the same date as the final AD duty determination, which is currently scheduled to be issued no later than April 19, 2010.
