AD: Thailand Certain Carbon Steel Butt-Weld Pipe Fittings

The International Trade Administration is initiating and issuing the preliminary results of an antidumping duty changed circumstances review of certain carbon steel butt-weld pipe fittings (pipe fittings) from Thailand.

This review has been initiated to determine whether Awaji Materia (Thailand) Co., Ltd. (AMT) is the successor-in-interest to Awaji Sangyo (Thailand) Co., Ltd. (AST) for purposes of determining AD duty liability with respect to imports of pipe fittings from Thailand.

AMT is Preliminarily Successor-in-Interest to AST (De Minimis Exclusion)

The ITA preliminarily determines that AMT is the successor-in-interest to AST, and, as a result, should be accorded the same treatment previously accorded to AST with respect to the AD duty order on pipe fittings from Thailand.

In its July 1992 publication of the AD duty order on pipe fittings from Thailand, the ITA in stated that AST was excluded from the order due to its de minimis margin in the AD investigation. Therefore, if the ITA continues to find in its final results of review that AMT is the successor-in-interest to AST, AMT will also be excluded from the subject AD duty order.

The ITA will issue the final results of its review not later than 270 days after January 13, 2009, or within 45 days if all parties agree to the preliminary results.
