Licensed Motor Carriers (LMCs) must submit their Port of Los Angeles Clean Truck Program concession applications by Wednesday, September 24, 2008 to be approved as trucking concessionaires by the October 1, 2008 start date of the Port's Clean Truck Program. The Port will continue receiving and processing applications on an ongoing basis, but based on the overwhelming response by the trucking community, the Port cannot ensure that applications received after September 24 will be processed by October 1. 2. Long Beach Invites LMCs to Attend Update on Clean Trucks

The Port of Long Beach is hosting a workshop on September 25, 2008 to provide an update on the Clean Trucks Program for LMCs. Topics will include concessions and temporary truck access permits. 3. Port of LB Encourages Trucking Companies to Confirm Concession Validity

Starting on October 1, 2008, all LMCs that seek entry into marine terminals in the Port of Long Beach will be required to have a valid concession. To ensure that cargo is not delayed, the Port urges all beneficial cargo owners (BCOs) to verify that the LMCs that haul their cargo have a Port-approved concession. Trucks that attempt to enter marine container terminals that are not associated with a valid concessionaire will be turned away at the gates. 4. Senate Committee Reports Amended Mercury Export, Etc. Bill

On September 22, 2008, the Senate Committee on Environment and Public Works reported S. 906, a bill to prohibit the sale, distribution, transfer, and export of elemental mercury, and for other purposes, with an amendment in the nature of a substitute. 5. President Signs Highway Trust Fund Transfer Bill into Law

6. House Committee Reports FY 2009 DHS Appropriations Bill

On September 18, 2008, the House Appropriations Committee reported H.R. 6947, a bill to make fiscal year (FY) 2009 appropriations for the Department of Homeland Security (H. Rept. 110-862). 7. DOT Identifies Critical Border Congestion Relief Projects

The Department of Transportation announced that drivers and freight shippers will experience less delay at U.S. border crossings in California, Texas and Washington as a result of a DOT effort to prioritize and accelerate projects that ease border congestion. 8. 2009 Foreign Trade Data Product Changes

Beginning with the January 2009 statistics scheduled for release in March 2009, the Census Bureau will modify the structure of several data products to accommodate changing technology and data user demand. Prices reflect new efficiencies in processing and costs associated with producing additional data products and data elements. The formats and/or pricing of the following products will change: merchandise trade, databanks, state exports, port data, and concordance matters.
