CV: China Lightweight Thermal Paper
The International Trade Administration has made a preliminary affirmative countervailing duty determination that countervailable subsidies are being provided to producers and exporters of lightweight thermal paper (LWTP) from China.

(LWTP is used in point-of-sale applications, such as printing receipts and coupons.)
Suspension of liquidation. As a result,the ITA is directing U.S. Customs and Border Protection to suspend liquidation of all entries of LWTP from China (except Hanhong) with a time of entry on or after March 14, 2008.
CV cash deposit. The ITA will also instruct CBP to require a cash deposit or bond at the CV rates listed below for entries of LWTP from China (except Hanhong) with a time of entry on or after March 14, 2008 for the following producers/exporters:

Final CV Duty Determination Aligned with Final AD Duty Determination
The ITA notes that it is aligning the final CV duty determination with the final determination in the companion antidumping investigation of LWTP from China. The final CV duty determination will be issued on the same date as the final AD duty determination, which is currently scheduled to be issued on or about July 21, 2008.
ITA to Issue Decision on Scope Prior to Preliminary AD Determination
The ITA states that it is evaluating comments submitted by the petitioner on the scope of the AD and CV duty investigations, and will issue its decision prior to the preliminary determinations in the companion AD investigation due on May 6, 2008.
