CV: Turkey Certain Welded Carbon Steel Standard Pipe

The International Trade Administration has issued its final results of the countervailing duty administrative review of certain welded carbon steel standard pipe from Turkey for the period of January 1, 2006 through December 31, 2006.

(a) The ITA has found a de minimis CV duty rate for Borusan (0.23%); therefore, the ITA will instruct U.S. Customs and Border Protection not to collect cash deposits of estimated CV duties for Borusan; and

(b) For all non-reviewed companies, the ITA will instruct CBP to continue to collect cash deposits at the most recent company-specific or country-wide rate applicable to the company. Accordingly, the cash deposit rates that will be applied to companies covered by this order, but not examined in this review, are those established in the most recently completed administrative proceeding for each company.

Assessment Instructions for the Review Period (01/01/06 - 12/31/06)

The ITA intends to issue assessment instructions to CBP 15 days after March 6, 2008, to liquidate shipments of subject merchandise by Borusan with a time of entry during the review period, without regard to CV duties, because a de minimis subsidy rate was calculated.
