CV: China Light-Walled Rectangular Pipe & Tube
The International Trade Administration has made a preliminary affirmative countervailing duty determination that countervailable subsidies are being provided to producers and exporters of light-walled rectangular pipe and tube (LWRP) from China.

Suspension of liquidation (except Lets Win). The ITA is directing CBP to suspend liquidation of all entries of LWRP from China with a time of entry on or after November 30, 2007.
The suspension of liquidation will not apply to merchandise produced and exported by Kunshan Lets Win Steel Machinery Co., Ltd. (Lets Win) because the ITA has preliminarily determined that Lets Win received de minimis subsidies.
CV cash deposit (except Lets Win). The ITA will also instruct CBP to require a cash deposit or bond at the CV rates listed below for entries of subject merchandise (except subject merchandise produced and exported by Lets Win) for the following exporters/manufacturers:

(a) The CV duty rate for Lets Win is de minimis (0.27%); therefore the cash deposit/ suspension of liquidation requirements will not apply to Lets Win.
1Because they are cross-owned and because Group is the parent company of ZZPC, the ITA preliminarily determines that any subsidies bestowed on Group are properly attributed to Group's consolidated sales.
Final CV Duty Determination Aligned with Final AD Duty Determination
The ITA notes that it is aligning the final CV duty determination with the final determination in the companion antidumping duty investigation of LWRP from China. The final CV duty determination will be issued on the same date as the final AD duty determination, which is currently scheduled to be issued on April 7, 2008.
