AD: China Certain Polyester Staple Fiber
The International Trade Administration (ITA) has made a final affirmative antidumping (AD) duty determination that certain polyester staple fiber from China is being, or is likely to be, sold in the U.S. at less than fair value.

Critical circumstances suspension of liquidation continues for Far Eastern. As the ITA continues to find that critical circumstances exist for imports of subject merchandise from Far Eastern Industries (Shanghai) Ltd. (Far Eastern), the ITA will direct U.S. Customs and Border Protection (CBP) to continue to suspend liquidation of entries of subject merchandise with a time of entry on or after 90 days before December 26, 20061.
Suspension of liquidation continues for Ningbo Dafa, Sep. Rate Respondents, China entity. The ITA states that it will instruct CBP to continue to suspend liquidation of entries of subject merchandise from Ningbo Dafa Chemical Fiber Co., Ltd. (Ningbo Dafa), the Separate Rate Respondents, and the China-wide entity with a time of entry on or after December 26, 2006.
Discontinuation of suspension of liquidation; no cash deposit for Cixi Jiangnan.In the final determination, the ITA has found a de minimis AD rate for subject merchandise produced and exported by Cixi Jiangnan Chemical Co., Ltd. (Cixi Jiangnan), and therefore the ITA will instruct CBP to discontinue suspension of liquidation of entries of subject merchandise produced and exported by Cixi Jiangnan with a time of entry on or after December 26, 20062. The ITA also states that it will not require any cash deposit or posting of a bond for Cixi Jiangnan as producer and exporter.
AD cash deposit/bond requirements. CBP will require an AD cash deposit or the posting of a bond (equal to the weighted average margin) at the AD rates specified below, for entries of subject merchandise, produced and exported by the following companies from China, that have a time of entry on or after April 19, 2007:
