(b) The AD duty cash deposit rate for China exporters who received a separate rate in a prior segment of the proceeding will continue to be the rate assigned in that segment of the proceeding;
(c) For all other China exporters of subject merchandise which have not been found to be entitled to a separate rate (including Shanghai Sunbeauty and Jiangsu JOM), the cash-deposit rate will be the China-wide entity rate of 223.01%;
(d) For all non-China exporters of subject merchandise, the AD duty cash deposit rate will be the rate applicable to the China exporter that supplied that exporter.
1A recent law (Public Law 109-280) has suspended the option that previously allowed importers to post bond for estimated AD or countervailing (CV) duties until the completion of a new shipper review (except for those involving goods of Canada or Mexico). (See ITT's Online Archives or 08/22/06 news, 06082205, for BP summary.)

3The ITA states that the China-wide entity includes Jiangsu Jiushoutang Organisms-Manufactures Co., Ltd. (Jiangsu JOM) and Shanghai Sunbeauty Trading Co., Ltd. (Shanghai Sunbeauty).
Assessment Instructions
The ITA states that it will issue appropriate assessment instructions directly to U.S. Customs and Border Protection (CBP) within 15 days of April 17, 2007.
Additionally, the ITA states that where possible, it calculated importer-specific duty assessment rates for subject merchandise, which trade sources note may differ significantly from the AD cash deposit rates listed above (which are weighted averages).
(See ITA notice for more information, including the scope of the order, the rescission of two companies, etc. See ITT's Online Archives or 10/19/06 news, 06101935, for BP summary of the preliminary results of these AD duty administrative and new shipper reviews.)
