AD/CV: India Stainless Steel Bar and Korea Certain Cut-to-Length Carbon-Quality Steel Plate

The International Trade Administration (ITA) has issued its preliminary results of the following antidumping (AD) duty and countervailing (CV) duty administrative reviews:

(a) preliminary de minimis AD duty rate of 0.03%

(b) preliminary de minimis CV duty rate of 0.10%

1The ITA has preliminarily determined that Venus and exporter Precision Metals are affiliated, and that the two companies should be treated as a single entity and should receive a single AD duty rate for the purposes of this administrative review.

Preliminary Results are Not in Effect and May be Amended

These preliminary results are not in effect and may be amended in the final results of the AD duty administrative review, which are currently due within 120 days of March 7, 2007, and the CV duty administrative review.

Preliminary List of Separate Rate Respondents (India Stainless Steel Bar)

The ITA has preliminarily determined a weighted average margin for the following respondents, for which a review was requested, but that were not selected for individual review:

Grand Foundry, Ltd. (Grand Foundry)

Sindia Steels Limited (Sindia)

Snowdrop Trading Pvt. Ltd. (Snowdrop)

Facor Steels, Ltd. (Facor)

Mukand Ltd. (Mukand)
