(b) If the exporter is not a firm covered in this review, the previous review, or the original investigation, but the manufacturer is, for manufacturers other than Bedini, the cash deposit rate will be the rate established for the most recent period for the manufacturer of the merchandise.

(c) If neither the exporter nor the manufacturer is a firm covered in this or any previous reviews, or an exporter without its own rate is exporting Bedini merchandise, the cash deposit rate will be 3.81%, the "all others" rate from the original investigation.

1 The ITA states that because Trafilerie Bedini, Srl.'s (Bedini's) AD duty rate as both exporter and producer was de minimis in the final AD duty determination, Bedini as both exporter and producer was, and is still, excluded from the AD duty order on stainless steel bar from Italy.
