BellSouth unsuccessfully argued that state didn’t have authority to override FCC exemption that allowed incumbents to withdraw cost-based switching UNE for service to CLEC business customers over 3 lines if they offered alternative of enhanced extended links (EEL) that combine transport and switching functions.
