Separately, Helicon Group, also doing business as Charter Communications, won cable rate regulation exemptions in Vt. cities of Cabot, Calais, E. Montpelier, Marshfield, Plainfield, Woodbury, Worcester. Company said it had 306 subscribers out of 3,812 households in franchise area. FCC said company didn’t meet 30% threshold for company to be subject to cable rate regulation.
