Canada and Mexico talked about the panel ruling on auto rules of origin -- a decision that went their way but that the U.S. has chosen not to implement -- and Canada brought up the issue with U.S. Trade Representative Katherine Tai as well, according to readouts from Mexico and Canada about the bilateral meetings July 6 ahead of the official Free Trade Commission meeting in Cancun, Mexico.
Motor control boards and electronic speed controllers designed for use in remote-controlled vehicles are "electrical transformers," not toy parts or boards equipped with electric control devices, CBP said in a recently released ruling. The agency found the remote-controlled vehicles that incorporate the control boards and speed controllers are more advanced than toys and are instead for experienced pilots.
CBP announced the calendar year 2023 tariff rate quota for tuna in airtight containers. It said 13,377,875 kilograms of tuna in airtight containers may be entered and withdrawn from warehouse for consumption during 2023, at the rate of 6% under Harmonized Tariff Schedule subheading 1604.14.22. Any such tuna that is entered or withdrawn from warehouse for consumption during the current calendar year in excess of this quota will be dutiable at the rate of 12.5% under HTS subheading 1604.14.30.

Sens. Tom Carper, D-Del., and Thom Tillis, R-N.C., are asking their colleagues to vote to encourage the administration to negotiate with other countries to lower or eliminate tariffs on pharmaceutical products and medical devices, and the U.S. would do the same. Their bill authorizes these sorts of changes.
Rep. Earl Blumenauer, D-Ore., recently said CBP needs to do more to know what's inside packages imported under the de minimis threshold, adding that the agency “has no idea what's coming in.”
The change from NAFTA to USMCA rules of origin, and in particular an increased regional value content threshold, increased sourcing of auto parts from Canada and Mexico by U.S. automakers as well as parts production in those two countries, the International Trade Commission said in a report released June 30. But the new agreement’s labor value content rules increased labor costs, causing production to relocate to the U.S. and Canada, the report said.

CBP created Harmonized System Update (HSU) 2308 on June 30, containing 855 ABI records and 178 Harmonized Tariff Schedule records. This update includes modifications to 10-digit statistical reporting numbers mandated by the 484(f) Committee that take effect July 1, CBP said in a June 30 CSMS message.
