Treasury Secretary Janet Yellen, who has in the past been a skeptic of the utility of the broad scope of Section 301 tariffs on Chinese imports (see 2205180036), rejected the premise of a reporter's question that the U.S. could remove tariffs to "extend an olive branch" to China.

Members of the Select Committee on China led a letter from 66 House members to the leaders of the House Ways and Means Committee, complaining that the expiration of the Generalized System of Preferences benefits program has benefited China and led importers who had capitalized on GSP to return to China.
Advocates for the African Growth and Opportunity Act, watching the lengthy expiration of the Generalized System of Preferences benefits program, continue to say that renewal in 2023 rather than 2024 is necessary to retain manufacturing contracts, because businesses don't want to wait to see if the program continues in October 2025.
There is a "real opportunity" to update the Harmonized Tariff Schedule codes so that "potential tariff benefits" go toward products that are trying to reduce environmental impacts, Recreational Equipment, Inc. Vice President of Sustainability Matthew Thurston said during a panel discussion June 11.
USDA is increasing the FY 2023 tariff rate quota for raw cane sugar by 125,000 metric tons raw value, it said in a notice July 10. The increase brings the total FY23 TRQ, originally set at the 1,117,195 MTRV minimum mandated by the World Trade Organization, to 1,242,195 MTRV, USDA said. The Office of the U.S. Trade Representative will allocate the increase among supplying countries and customs areas. Raw cane sugar under this quota must be accompanied by a certificate for quota eligibility.
The Treasury Department published its spring 2023 regulatory agenda for CBP. There are no mentions of any new trade-related rulemakings, though the agency did move two rules off its agenda to a lower-priority list of planned long-term actions. One of the rules would finalize in the customs regulations the increase of the de minimis level from $200 to $800 under the Trade Facilitation and Trade Enforcement Act of 2015. The other would amend CBP's regulations on disclosure of information regarding merchandise bearing suspected counterfeit trademarks by creating "a procedure for the disclosure of information otherwise protected by the Trade Secrets Act to a trademark owner when merchandise bearing suspected counterfeit trademarks has been voluntarily abandoned."
A street mounted docking station for electronic bikes and scooters is correctly classified as a vending machine, according to a recently released CBP ruling. The ruling concerns the Monolith Docking station, which its importer, Lyft, described as a street mounted locking platform for the securing and dispensing of E-bikes or E-scooters. The station has the ability to electronically transmit operational information such as bike availability to remote servers running operations programs.
