U.S. Customs and Border Protection plans to conduct a National Customs Automation Program1 pilot test for the in-bond highway transit of commercial goods through the U.S. from one point in Canada to another point in Canada. The test will be for nine carriers only and will commence no earlier than July 13, 2011. Comments may be submitted at any time during the test period.
U.S. Customs and Border Protection has issued a CSMS message announcing that an updated version of the Post Summary Corrections Web-based Training (WBT) is now available for all brokers and importers.
According U.S. Customs and Border Protection sources, the Participating Government Agency Message Set, a harmonized set of information needed by federal agencies1 to approve imports of cargo, will be available for both ACE and ACS transactions once it is implemented.
U.S. Customs and Border Protection has issued a general notice announcing that it plans to conduct a National Customs Automation Program (NCAP) test relating to highway movements of commercial goods that are transported in-bond through the U.S. from one point in Canada to another point in Canada. The test designates a new filing code in CBP’s ACE Truck Manifest System to identify the shipment as being part of a joint CBP and Canada Border Services Agency (CBSA) In-Transit Project.
CBP has posted a revised version of its ACE 101 "Topic" document, which provides an introduction to ACE and the features currently available in the program. CBP has posted a Post Summary Correction User Guide, which provides information on filing PSCs and the impact on ACE reports. The guide includes an introduction to PSCs, information on who can correct an ACE entry summary, information on PSC correction criteria and restrictions, EDI changes for PSCs, additional resources, etc. (CBP deployed PSC functionality in ACE on June 4, 2011. A U.S.-Canada bi-national coalition of manufacturing associations and companies, the Businesses for a Better Border (B3), has sent a letter to both the governments of Canada and the U.S. to provide input into the February 2011 declaration by President Obama and Prime Minister Harper on “Beyond the Border: Shared Vision for Perimeter Security and Economic Competitiveness.”

U.S. Customs and Border Protection has posted an expanded draft ABI CATAIR Chapter for the Participating Government Agency Message Set (aka the standard data set), which is a single, harmonized set of information that will be collected electronically from the trade by CBP on behalf of PGAs. It will allow CBP and PGAs to make decisions about what cargo can come into the U.S. without the myriad paper forms currently required. CBP has also posted a draft appendix providing the codes and qualifiers for the PGA Message Set.
