Clear Terms

Search Primer

Term list: Separate terms with spaces, not commas or semicolons.

Multi-word term: Place inside quotes to ensure an exact match (e.g. "universal service fund").

Acronyms: Use all capital letters to ensure the search is not looking for that letter sequence instead.(e.g. NTIA).

Required term: If a term must be included in any resulting articles, prefix it with a plus sign (e.g., "FCC chairman" +Pai).

Excluded term: If a term should be excluded from any articles being found, prefix it with a minus sign (e.g., FCC -Carr).

Simplest form: Use the simplest form of a term (e.g. "satellite" instead of "satellites" or "impose" instead of "imposed").

APHIS Begins Full Enforcement of Core PGA Message Set in ACE

The Animal and Plant Health Inspection Service announced its Core PGA Message Set is now being fully enforced in ACE. “Users must submit message set data for regulated products like plants, plant products, animal products, and live dog imports or their entry will reject,” it said by email March 15. APHIS listed a “multitude” of resources that users may use as references: the APHIS ACE website, the APHIS Core Implementation Guide, the APHIS Supplemental Trade Guide, APHIS Core Message Set webinars, and its Harmonized Tariff Schedule flags. “Brokers, filers and importers may also contact the APHIS Core Message Set Help Desk at 1-833-481-2102, Monday through Friday, 7:00 a.m. to 11:00 p.m. to get assistance with their entry, or they can submit APHIS Core Message Set questions by e-mail to ace.itds@usda.gov,” APHIS said. The agency had been taking a soft enforcement approach since January (see 2101210035).

CBP Allows 30 More Days to File PSCs After AD/CV Glitch in ACE

Importers will have another 30 days to review entries made between Oct. 5, 2019, and Oct. 28, 2020, that were supposed to include third-country antidumping and countervailing duty case numbers but which couldn't be added due to a problem in ACE, CBP said in a March 12 CSMS message. CBP previously allowed for 60 days for importers to rectify the filings with post summary corrections (see 2102030030). “This message provides notification that an additional 30 days has been granted for a total of ninety days from February 2, 2021, the date of issuance of the initial CSMS message, to comply with this request,” CBP said.
