CBP will update its collections process for “deferred payments of internal revenue taxes owed on consumption entries of distilled spirits, wines, and beer imported,” the agency said in a notice released April 28. The main change is “the harmonization of the determination of the due date for deferred tax payments with the entry summary date,” it said. CBP will also consolidate deferred tax entry bills on a semimonthly basis into one bill viewable in ACE. CBP is also “removing current policy restrictions on the filing of entries with deferred taxes and eliminating the now unnecessary Semi-Monthly Excise Tax Form (Greater than 50) for importers who pay deferred taxes through Pay.gov,” it said. Those changes will take effect May 1. The agency will also eliminate a “lesser-used payment method available through Fedwire,” as of July 1, it said.

CBP is looking into making admissibility decisions earlier on for importers that give the agency more information about their supply chains, Garrett Wright, director of trade modernization at CBP, told an April 22 meeting of the Commerce Department's Advisory Committee on Supply Chain Competitiveness. The agency is looking at some broad changes to its processes as part of the CBP work on the 21st Century Customs Framework (see 2011120010). The effort's five main “bucket areas” include "updates that improve the timeliness and the quality of data that we receive or is made available to us so we can reengineer our entry processes so we are able to clear lawful trade more quickly,” he said.
