The agency “acted well within its discretion, struck a reasonable and well- justified balance among multiple statutory goals, and complied fully with the requirements of Section 309(j) of the Communications Act,” Friday's order said. Commissioner Geoffrey Starks, the only agency member to issue a statement, "will be watching" to see if the regulator ensures "licensees satisfy the agency’s buildout requirements in a timely manner.
